DigiD for Expats: The Complete Guide for Expats

If you have just moved to the Netherlands, DigiD is one of the first things to sort out. It is the Dutch government’s digital login system, and you will need it for almost everything official: filing taxes, applying for benefits, accessing your healthcare records, and dealing with your municipality online. Without it, basic admin becomes surprisingly slow.

This guide covers what DigiD is, how to apply, what to do once the letter arrives, and how to handle the things that commonly go wrong.

What Is DigiD?

DigiD stands for Digital Identification. Think of it as your online identity card for Dutch public services. Instead of showing a passport at a counter, you log in with DigiD. The system is tied to your BSN (Burgerservicenummer), your Dutch citizen service number, and uses two-factor authentication via SMS or the DigiD app for security.

Hundreds of organisations use it, including the Belastingdienst (Tax Authority), the UWV (Employee Insurance Agency), the SVB (Social Insurance Bank), municipalities, and health insurers. It is not legally required, but operating without one becomes increasingly difficult as Dutch public services continue moving online.

Before You Apply

You need a BSN before you can apply for DigiD. Your BSN is issued when you register at your local municipality. If you have not done that yet, start with our BSN number guide.

Once you have your BSN, make sure you also have:

  • Your date of birth
  • Your registered Dutch address and postcode
  • A mobile number that can receive SMS messages
  • A valid email address

Your registered address matters a lot here. DigiD posts the activation letter to the address on file at the municipality. If that address is wrong or out of date, you will not receive the letter.

How to Apply: Step by Step

Step 1: Go to digid.nl

Visit digid.nl and switch the site to English if needed. Click “Apply for or activate DigiD” and then open the application form.

Step 2: Fill in your details

Enter your BSN, date of birth, postcode, and house number. Then choose a username and a strong password. You will need these again to activate your account, so save them somewhere safe before moving on.

Step 3: Verify your contact details

Enter your mobile number and email address. DigiD sends a verification code to each. Enter both codes to confirm your details and submit the application.

Step 4: Wait for the activation letter

DigiD posts an activation letter to your registered address, usually within three to five working days. The code inside always starts with the letter A and is valid for 21 days. Do not put the letter aside and forget about it.

Step 5: Activate your account

Go back to digid.nl, click “Enter activation code,” and log in with your username and password. Enter the code from the letter. If you set up SMS verification, enter the code sent to your phone as well. That is it, your DigiD is active.

Setting Up the DigiD App

Once your account is active, download the DigiD app on Android or iOS. The app uses a PIN or biometric login instead of typing your full credentials every time, and it provides a higher level of identity verification that some services require. Most people end up using the app daily rather than the browser login.

To link it to your account, open the app and follow the setup steps. You will need your username, password, and an SMS code during the process.

What You Can Do With DigiD

Once you are set up, DigiD unlocks most of the Dutch government’s online services:

  • Taxes: Log in to Mijn Belastingdienst to file your Dutch income tax return or check your tax status. If you are a highly skilled migrant, this is also where you apply for the 30% ruling.
  • Benefits: Apply for zorgtoeslag (healthcare allowance) and huurtoeslag (rent allowance) via the Toeslagen portal.
  • Municipality services: Request proof of gemeente registration, update your address, or book appointments at your gemeente.
  • Healthcare: Access your medical records via MijnOverheid and log in to health insurer portals.
  • Pension: Check your AOW state pension entitlement via the SVB.
  • Student finance: Access DUO to manage student loans and grants.
  • UWV: Apply for unemployment benefits or view your employment history.

Applying from Outside the Netherlands

If you already have a BSN but are not yet in the Netherlands, you can still apply. After submitting the online form, you will receive a nine-digit collection code by SMS and email starting with the letter B, valid for 30 days. Take this code to a Dutch embassy, consulate, or DigiD desk abroad to collect your activation code in person.

If visiting a location in person is not practical, a video call with a DigiD representative may be available depending on your country of residence. Check netherlandsworldwide.nl for current options and availability.

Common Problems

The letter has not arrived. Wait the full five working days. If it still has not come, log in at digid.nl, go to “Enter activation code,” and click “I have not received a letter” to request a new one. Before doing this, double-check your registered address at the municipality is correct.

The activation code has expired. The 21-day limit is firm. You will need to start the application again from scratch.

You have forgotten your username or password. If you registered a phone number or email address, you can recover your login through the DigiD website without reapplying. If not, a new application is required.

Your application was rejected. This usually means there is a mismatch between your BSN and your registered address in the municipal database. Contact your gemeente to confirm your details are correct, then apply again.

Frequently Asked Questions

How long does the whole process take? The application itself takes around ten minutes. The activation letter arrives within three to five working days. Most people have a working DigiD within a week of applying.

Is DigiD free? Yes, completely free to apply for and use.

Can I apply without a Dutch address? No. The activation letter is sent to your address in the Dutch Personal Records Database (BRP). You need to be registered at a municipality first. If you do not have a fixed address, you may be able to register as a non-resident at one of 19 RNI municipalities.

Do I need the DigiD app or is SMS enough? SMS gets you started, but the app is worth setting up. It is faster and provides a higher security level that some services require. The Belastingdienst, for example, requires app-level verification for certain actions.

Someone offered to set up DigiD for me. Is that okay? Never share your DigiD credentials with anyone. If you need someone to act on your behalf, use the official DigiD Machtigen (authorisation) system instead.

Summary

DigiD is straightforward once you know the steps. Apply online, wait for the letter, activate your account, then set up the app. The whole thing takes about a week. The most common pitfall is letting the 21-day activation window expire, so open the letter as soon as it arrives.
